The article deals with the study of factors shaping settlement system in the Almaty region and the system of its hierarchical structure. The conceptual framework of new approach on the settlement policy is determined with taking into consideration the analysis of sustainable tendencies in distribution of population. The analysis of types of settlements is given. Sources of population growth in the Almaty region are defined.
