The object of study are the fields of fresh formation-porous groundwater (FPGW) of foothill plain of Azerbaijan. Under the conditions of intensive hydroeconomic activity the whole hydrosphere is accepted as a base of calculated schemes of assessment of the operation reserves. The principal peculiarity of the hydrosphere is the interrelation of all natural waters. In addition, the mathematic model of the present system is an equalization of the general water balance in the natural conditions and the hydroeconomic balance under the states of anthropogenic influence. The paper substantiates the succession of task solution, peculiarities of preliminary grouping of sources forming the FPGW resources as well as the algorithm of their quantitative assessment.
