The article is devoted to the solution of a number of prob¬lems of the nature and society, balanced development of each of them taken separately, their interrelations and interconditionalities.
The meanings of the terms used widely in modern scientific literature as “stable development”, “ecological balanced development”, “indicators of balanced development” are elucidated.
The complicated and many-sided indicators of the state of environment, the degree of development of natural and anthropogenic factors conditioning the going on these or those extremal phenomena that give the possibility to work out the measures for struggle against their negative after-effects are considered.
The ecological and geographical division into districts of the territory of the Azerbaijan Republic taking into account of the degree of ecological tension is given for the first time.
